Изменение баланса между животноводческими и пастбищными ресурсами окажет негативное влияние на состояние и продуктивность пастбищ, выход животноводческой продукции, ее качество и, как следствие, на доходы и уровень жизни сельских жителей. Пастбища, переданные в частную собственность или долгосрочную аренду, обычно используются нерационально. Основной причиной этого явления является отсутствие научно обоснованной организации пастбищной территории, которая должна обеспечивать учет типологии пастбищ, возможности их рационального использования с учетом изменения площадей выпаса, обводнения и оптимальной нагрузки, регулирование сроков начала и окончания пастбищных работ. выпас скота, соблюдение максимального уровня полноты использования травы. Социально-экономические условия переходного периода ограничивали возможность перемещения сельскохозяйственных животных с использованием сезонных пастбищ, что создавало предпосылки для концентрации скота вокруг населенных пунктов и водопоев вблизи них. Наблюдается чрезмерная нагрузка на пастбища аулов, что сопровождается развитием процессов деградации пастбищ. Анализ развития пастбищного животноводства в Казахстане за последние 100 лет убедительно показывает, что бессистемное использование пастбищ сдерживает рост поголовья скота, в то время как мобильное (кочевое, пастушеское) скотоводство обеспечивает положительную динамику всех показателей развития овцеводства, коневодства и мясного скотоводства.
